			<content:encoded><![CDATA[<p><img src="http://pokerati.com/wp-content/uploads/2009/04/barney-frank.jpg" alt="" width="150" class="attachment wp-att-6852 alignright" />The <a href="http://www.pokerroad.com/radio/the-poker-beat/posts/foxwoods-party-and-zee-justin">April 9th edition of The Poker Beat</a> included a discussion about the possibility of poker legislation that would repeal the UIGEA, allowing companies like PartyPoker back into the U.S. Dan (the Wolfman?) made some solid arguments, but when he mentioned that Rep. Barney Frank (D-Mass.) has the know-how to slyly attach pro-gaming legislation to another sure-thing bill to get it passed, he may not have been aware that Frank has<a href="http://news.bluffmagazine.com/rep-frank-to-introduce-stand-alone-pro-gaming-bill-in-april-2965/"> declared his intent to complete the mission of repealing the UIGEA not with political trickery but rather a stand-alone bill</a>.</p>
<p>In a conversation with <a href="http://thehill.com/business--lobby/franks-internet-gambling-bill-faces-tough-course-to-passage-2009-04-01.html">The Hill</a>, Frank said that attaching his bill to other legislation &#8212; as was done with the UIGEA &#8212; would be &#8220;inappropriate.&#8221; </p>
<p>&#8220;I want to do this with hearings, discussions, and votes,&#8221; he said. </p>
<p>While Frank&#8217;s desire to handle it on the House floor as opposed to in the back hallways is being praised by some, others see it as dangerous to the bill, as an intense focus/debate on it could make it more difficult to pass.</p>
<p>Let&#8217;s think about this for a moment. Frank has been on UIGEA-tilt since 2006, as was evident by his introduction of <a href="http://thomas.loc.gov/cgi-bin/bdquery/z?d110:h.r.02046:">H.R. 2046, the Internet Gambling Regulation and Enforcement Act (IGREA)</a>, in April of 2007. He has likely been calculating the best way to repeal the UIGEA after fighting against it since its passage, and his decision to reintroduce H.R. 2046 as a standalone was not made lightly. Could he have some Republican aces up his sleeve? Does the recently-quiet <a href="http://pokerplayersalliance.org/">PPA</a> have a master plan to garner support for the bill? All of this remains to be seen, but methinks Frank would not have been so vocal &#8211; to mainstream media nonetheless &#8211; since January of his intention to repeal the UIGEA if he did not have a solid plan with which to proceed &#8230; which at this point, he is saying begins after Congress returns from their Easter break on April 20th.</p>

			<content:encoded><![CDATA[<p>Nice statement from <a href="http://pokerplayersalliance.org">the Poker Players Alliance</a> just came across the transom. We&#8217;ll see if it leads to more coverage of our issue in the non-poker political press. Regardless, I think historically November &#8217;08 will be seen as a period where everything changed for the industry (for better or worse is yet to be determined) &#8230; probably the most significant period since Sep/Oct &#8217;06.</p>
<blockquote><p><center><strong>Statement by PPA Chairman Dâ€™Amato on â€œ60 Minutesâ€ and Washington Post Coverage of the Absolute Poker and Ultimate Bet Cheating Scandals</strong></center></p>
<p>Washington, D.C. â€“ &#8220;The recent cheating scandals underscore the need for U.S. licensing and regulation of online poker to help protect consumers.  While even the most highly regulated industries are susceptible to fraud and abuse, regulation does provide assurances that when consumers are harmed they have recourse, and that the offenders will be sanctioned.  The continued pursuit of poker prohibition, on the other hand, will only drive this industry underground.  As the Washington Post pointed out, prohibition represents a widening disconnect between 21st-century technology and 20th-century laws.</p>
<p><span id="more-4852"></span>Regulation of Internet poker does not equal an expansion of gambling in this country. Like it or not, the phenomenon of internet poker cannot be wished away.  The American market has spoken.  There is strong demand for Internet poker and no reasonable government can or should stand in the way of adults competing in games of skill on the Internet.  To the contrary, the government should step up and exercise regulatory oversight on this multi-billion dollar interstate commerce, and collect the revenueâ€”especially during this countryâ€™s economic crisis. </p>
<p>The federal government cannot continue to abdicate this basic responsibility to the millions of its citizens who choose to play poker on the Internet.  The attempt to enforce an outright prohibition of online poker is deeply flawed and unworkable, and it invades upon the personal freedoms of law-abiding adults who wish to engage in a game of skill.  And as 60 Minutes and the Washington Post stories reported it also exposes American consumers to the rare, unscrupulous bad apple operator who will take advantage of the lack of a U.S. regulated marketplace.</p>
<p>Now more than ever the U.S. Congress needs to step up and enact real public policy as it relates to Internet gaming.  We look forward to working with the new Administration and the new Congress to advance sensible regulatory solutions such as those introduced in the 110th Congress by Representatives Barney Frank (H.R. 2046) and Robert Wexler (H.R. 2610) and Senator Robert Menendez (S.3616).â€ </p></blockquote>
