According to a well placed source, the latest version of the bill has put back a 12 month “cooling off” period (in addition to the 15 months) for any site that is currently serving the US.

OMG My head is about to explode from reading the 2+2 thread about this bill! I think the cooling off period he is referring to is the additional period that current US facing sites (ftp/stars/etc) will have to wait after initial 15 months to re-enter the market. The original wait for these sites was 2 years, but this number seems to be changing in each version of the bill.
